EDITORIAL

  Two very successful events, which took place just before the summer, are covered in this issue: the celebration of 10 years of existence of our postgraduate programme in Telematics and Organisation, and a seminar we organised with the Belgian Teleworking Association (BTA) and the Belgian Association of Journalists in Information Technology (B-JIT) in St-Paul-de-Vence.
Meanwhile, not covered in this issue are two other nice events that took place during the summer: we were successful with a project proposal in the European Commission TEN-TELECOM programme, in the domain of Internet Telephony, and we have already one proposal accepted in the IST programme, in the area of Virtual University.
Other on-going and new activities are presented, and we welcome again one new collaborator, while yet another one is just about to join us, on the New Paths of Knowledge.

Another STC “social event” brought us all to the Belgian North Sea coast, where eating and drinking can be followed by more daring activities…


 
TELEPHONY OVER IP
 ULB-STC is actively involved in the IP Telephony domain, which is currently seeing a lot of research and development.  This is partly because it promises to provide cheaper communication services to the user; it will allow service providers to create new services with ease compared to the traditional telephone system and it allows the consolidation of networks thus reducing the cost of maintaining two networks (one for data and one for voice).
We are members of the TTT-Net project which is supported by the European Commission DG XIII - TEN TELECOM programme.  The TTT-NET service is designed to be a generic, internationally interoperable IP-Telephony service. In the deployment phase TTT-Net systems 
and services are expected to be available in virtually

every country (not restricted to the EU) where operators agree on a framework for international IP-Telephony services.  TTT-net is designed to provide interconnection between the Internet (IP based networks) and the traditional Telephony services based on the circuit switched network technology including ISDN, PSTN and also GSM.  Phase one of the TTT-net program ends in October.  Phase two is currently being defined.
ULB-STC will also be participating in the IMTC super interoperability test in Hawaii.  We have defined one of the first publicly available signaling gateways between H.323 and SIP end systems. You can’t talk about IP  Telephony in Belgium without knowing us!


 


 
 
“LE SIECLE DES BUREAUX”
An exhibition about the world of office space, architecture, design, furniture, etc, will take place in Brussels (3-5 avenue des Arts/Kunstlaan) from September 28 till December 31, organised by “Fondation pour l’Architecture”. 

STC collaborated to the organisation of this exhibition, and there will also be a series of conferences during the same period of time, on a number of related topics. Information from + 32 2 6490259 or fondation.architecture@skynet.be


 



 
 
 


 
 
BTA/B-JIT Seminar in St-Paul-de-Vence

 
 
 

 


 A first for BTA, B-JIT and ULB-STC, we organised a
Seminar in the International Management Centre in the beautiful 
village of St-Paul-de-Vence (South of France), on the topic
“New Ways of Working: a Radically Reshaped Society”.

During three days, close to 40 high-level
participants attended the sessions featuring 13 speakers coming from 
different socio-economic circles, and presenting 
contrasting points of views on this rich subject. We also had an enlightening address by Senator Pierre Laffitte, president of the Sophia-Antipolis
Foundation and the “father” of the famous local development area. 
The Proceedings of the event will be published by BTA, including the transcriptions of the discussions that were recorded

     Hard work was of course compensated – and contacts enriched - 
by the superb environment and very nice weather, and by a full range
of social activities, from “petanque” contest to apéritif in the famous
“Café de la Place”. 


 


 
 
Ten Years of Existence of the Postgraduate Programme in
Telematics and Organisation
The summer of 1999 marks the tenth anniversary of the creation of an original postgraduate programme created at ULB by Paul VAN BINST and Luc WILKIN, Telematics and Organisation.
Courses are given to adult students in the evenings and Saturday mornings; since 1989, an average of more than 50 students have registered each year, and more than 20 diplomas per year have been awarded. On the occasion of the tenth anniversary, the Old Students association (SAETO) has published an Alumni booklet. On May 11th, an academic event took place at ULB in the presence of the Rector of the University, Prof. Jean-Louis VANHERWEGHEM, as well as Prof. Hervé HASQUIN, then Minister of the Government of the Brussels Region (now Minister-President of the French Community of Belgium). More than 150 persons were in attendance.


 
 
Progress with the VERA Project
  As mentioned in Newsletter 15, the Belgian province Vlaams-Brabant is implementing an extranet that includes all the local administrations of the province.  The extranet, which is being built in cooperation with VUB/ELEM, has been given the name “Vlaams-Brabants Extranet voor Regio en Administratie”, in short VERA.  VERA will provide the local administrations with the basic Internet functionalities (e-mail and Web access) and a whole range of banking and administrative services, without charging any fee to the local administrations. 

The long-term aim of the province with the establishment of the digital platform VERA is to gradually develop a virtual community Vlaams-Brabant by leveraging an open, scalable and standardized information and communication technology infrastructure.  This way, the province wishes to ensure the added value of its intermediary role in the Belgian government landscape of the 21st century, by  transforming itself into a so-called cybermediary.  VUB/ELEM is currently focusing on the strategical business model of VERA, including the juridical, technical and marketing aspects, in order to build a solid framework for the future virtual community Vlaams-Brabant. 
 


 
 
 

   Charles AGBOH joins STC just after successfully
graduating in Computer Science at ULB. During the previous 
months, Charles already worked with us as a student while 
completing his thesis in the domain of Voice over IP.

Installing our UNISOURCE BFWA
 
SEMINARS and CONFERENCES


 
 

In the early days of September, installation work was 
proceeding on the roof of our VUB building. The small antenna
will provide ULB-STC and VUB-ELEM with a Broadband Fixed 
Wireless Access facility to the UNISOURCE network infrastructure.

Messaging Expertise with ComTech
In the context of our long lasting collaboration with ComTech, ULB/STC has started working on a new project for a large ComTech client. 
The project consists in developing an e-mail firewall solution to be used by the client in order to protect their Internet e-mail access point.  Two such e-mail firewalls are to be installed on two different client sites. 

The basic product chosen for this task is Sendmail Pro but with modifications to be brought in order to accommodate specific requirements by the client.  A first version of the solution is to be released by end of September.


 


 
A new contract with COLT Telecommunications

In the scope of a new contract between COLT Telecommunications and ULB-STC, a comprehensive series of courses and seminars 
are organised for different categories of COLT personnel, covering state-of-the-art technical as well as managerial and strategic topics.
